Role Summary:
The role primarily involves developing the work of compliance and deepening and enhancing a sustainable compliance programme together with regular reporting and liaising with the CEO and Board of Directors.
The Compliance Officer assists the credit union in accomplishing its objectives by bringing a systematic, disciplined approach to the evaluation and improvement of the effectiveness of compliance, control and governance processes and ensures compliance with legislative and regulatory requirements, and the embedding of a compliance culture across the credit union.

The credit union is a leading credit union in the west of Ireland with assets of €126 million, and a staff of 25. Among its core values is the promotion of financial wellbeing of members as well as developing healthy communities that are socially, economically and environmentally sustainable. Its compliance programme is well developed, and the credit union requires a skilled professional to continue and further develop its compliance programme and activities.
Reporting to:
The successful candidate will be part of the management team and report directly to the CEO.
Main Responsibilities:
- Develop, document and implement an effective compliance system including strategy, compliance plan, policies and procedures, and develop an effective compliance programme
- Develop and implement AML and MLRO strategies and systems, and ensure compliance with these systems
- Undertake and assist the Boards of Directors in the development and implementation of compliance strategy
- Attend at Board meetings as required
- Foster and encourage a culture of compliance in the credit union
- Carry out the duties of the Compliance Officer as set out in the Central Bank Credit Union Handbook
- Stay up to date with all statutory and regulatory requirements and guidance which may impact the credit union and advise the Board of Directors and CEO in a timely manner
- Develop and implement an annual compliance plan including systems and controls to ensure the credit union complies with statutory and regulatory requirements and guidance
- Develop and implement a detailed work programme and resources required to implement the compliance plan
- Monitor the activities of the credit union under the compliance plan and report to the Board of Directors on a regular basis, at least quarterly
- Monitor the systems and controls in place to ensure officers comply with any applicable individual legal and regulatory requirements and guidance
- Undertake role of internal liaison for the outsourced risk management and GDPR support services and manage the delivery of open/action items
- Monitor the member complaints process
- Develop, document and implement the testing processes
- Report compliance exceptions and breaches to the Board of Directors and the CEO
- Review proposals in relation to new products and services, material modifications to existing products and services and major management initiatives to ensure compliance with current and planned statutory and regulatory requirements and guidance, and update the compliance policy and plan to take account these developments
- Ensure that ongoing staff training is being undertaken to ensure that all staff have the necessary knowledge to comply with their statutory and regulatory requirements and meet the compliance requirements of the credit union
- Support the Directors and CEO in meeting their compliance requirements in accordance with legislation
- Build professional working relationships with the Central Bank, internal auditors, other statutory and professional bodies and the Irish League of Credit Unions
Person Requirements
The ideal person will have a strong academic background, preferably at Degree level, and a relevant professional qualification in compliance (LCOI/ACOI etc.).
Candidates must have an established and proven track record of success over at least 3-5 years in compliance or audit, either within financial services, banking or credit union sectors or other regulated sectors.
In addition, the ideal person will:
- Be highly analytical and have excellent critical thinking skills
- Have excellent skills in evaluating information to determine compliance with standards
- Have excellent report writing skills
- Have strong oral communication and relationship building skills, and an ability to work successfully with the Board of Directors, CEO, management and frontline employees, the Central Bank, and internal auditors
- Have an excellent problem sensitivity to be aware when something is wrong
- Have a strong business and commercial sense
- Be very computer literate and savvy as a user of general and analytical software relevant to the role
- Be highly organised
- Be able to meet deadlines
Contract Duration
This is a full-time permanent role.
Working Hours
The role is permanent and full-time, 5 days over 6, Mon-Sat, 37.5 hours per week, one Saturday per month.
Salary and Benefits
The credit union will offer an attractive salary and benefits commensurate with the role. Salary is negotiable based on qualifications and relevant experience and is benchmarked with the market.

The role is based at the credit unions offices, Ballinasloe Credit Union, at Main Street, Ballinasloe, Co. Galway, H53 VK18.
